Petrol, known in technical terms as Motor Spirit (MS), is a refined petroleum product derived from crude oil through a process called fractional distillation. It is a light, volatile liquid that ignites easily in internal combustion engines, converting chemical energy into mechanical motion. In Pakistan, petrol is the primary fuel for motorcycles, passenger cars, auto-rickshaws and light commercial vehicles. With Pakistan having one of the highest motorcycle densities in the world — over 20 million registered motorcycles — petrol is woven into the daily mobility of tens of millions of people.
The petrol price in Pakistan is determined through a regulated formula administered by the Oil and Gas Regulatory Authority (OGRA). OGRA calculates the ex-refinery price using import parity pricing — essentially what it would cost to import petrol at the prevailing international price. This calculation uses the Arabian Light crude oil benchmark (or Platts assessments for refined products), converted from USD to PKR at the prevailing interbank exchange rate, plus international freight and insurance costs.

The resulting figure is the final ex-pump price — the maximum retail price that petrol stations can charge anywhere in Pakistan.
Understanding what drives petrol price changes helps consumers anticipate future movements:
1. International Crude Oil Prices: Pakistan imports crude oil and refined petroleum products. When global oil prices — quoted in USD per barrel — rise, import costs increase, pushing up the local petrol price. The reverse is also true. Global events like geopolitical conflicts, OPEC+ production decisions and recessions all affect crude oil prices.
2. PKR/USD Exchange Rate:Since oil is traded in US Dollars, a depreciation of the Pakistani Rupee against the Dollar means the same barrel of oil now costs more in Rupees. Pakistan's currency has experienced significant depreciation over recent years, which has been a major driver of rising fuel prices independent of global crude movements.
3. Government Tax Policy: The Petroleum Development Levy (PDL) is a key policy lever. When global prices fall, the government may raise PDL to maintain revenues, partly offsetting the benefit to consumers. When prices rise sharply, reducing PDL can cushion the blow. GST exemptions have also been used historically to manage pump prices.
4. Refinery Margins and Freight:The cost of refining crude oil into petrol (refinery margins or "cracks") and the cost of shipping petroleum from export terminals to Pakistan's ports also feed into the import parity calculation.
Petrol prices have a direct and significant impact on Pakistan's economy and daily life. For households, petrol is a major recurring expense — particularly for the lower-middle and middle-income families who rely on motorcycles for commuting. A Rs. 5 increase per litre may seem small, but for a household running a 125cc motorcycle that consumes 2 litres a day, it translates to Rs. 300 in additional monthly costs.
For small businesses — delivery riders, auto-rickshaw drivers, and small traders — petrol costs are a direct operating expense. Higher petrol prices compress margins and, in some cases, force price increases for goods and services, contributing to broader cost-push inflation.
The petrol price also signals the direction of the overall economy. Sustained high fuel prices often indicate structural issues like currency weakness or fiscal pressure, while declining prices can boost consumer confidence and economic activity.
