What Is High-Speed Diesel (HSD)?

High-Speed Diesel, universally referred to as HSD in Pakistan, is a refined petroleum product used in compression-ignition (diesel) engines. Unlike petrol, which requires a spark plug to ignite, diesel self-ignites under the high pressure of the engine cycle. This makes diesel engines inherently more fuel-efficient and better suited to the high torque requirements of heavy vehicles and machinery. In Pakistan, HSD is the fuel of choice for trucks, buses, tractors, generators and a wide range of industrial equipment.

HSD vs LDO: What Is the Difference?

It is important to distinguish between High-Speed Diesel (HSD) and Light Diesel Oil (LDO), as both are "diesel" products but serve very different purposes. HSD is a cleaner, more refined distillate with lower sulphur content and better combustion properties, designed for high-speed engines (vehicles, generators). LDO is a less refined, heavier product with a higher viscosity, suitable only for slow-speed industrial engines, boilers and furnaces. HSD commands a higher market price due to its higher refining cost and superior performance characteristics. Most transport vehicles in Pakistan use HSD, while LDO is confined to certain industrial applications.

Use Cases of Diesel in Pakistan

Diesel's role in Pakistan's economy is far broader than petrol. The key use cases include:

Freight Transport:The vast majority of Pakistan's inter-city and intra-city freight moves by road, predominantly in diesel-powered trucks. From fresh produce from Balochistan farms to textile exports from Faisalabad, virtually every physical good in Pakistan spends time on a diesel truck.

Public Transport: Inter-city coaches, city buses, minibuses and Qingqi rickshaws are largely diesel-powered. Public transport fares are therefore directly sensitive to diesel price changes.

Agriculture:Pakistan's agricultural sector — which employs nearly 40% of the workforce — depends on diesel for tractors, threshers, water pumps and irrigation machinery. A rise in diesel prices directly raises the cost of food production.

Power Generation:Pakistan's chronic electricity shortage has led to widespread use of diesel generators in homes, shops and factories. Industrial captive power units also use HSD. This means diesel price changes affect not just transport but also the cost of electricity for millions of consumers.

Impact of Diesel Prices on Pakistan's Economy

Diesel is sometimes called the "inflation fuel" because its price feeds through to almost every sector of the economy. When HSD prices rise, freight costs increase, pushing up the retail price of food, consumer goods and raw materials. This makes diesel price increases particularly regressive — they affect poor households most severely, as food and transport form a larger share of lower-income budgets.

The government is therefore cautious about large diesel price increases and sometimes absorbs part of the cost through lower PDL on HSD. Historically, HSD has attracted lower taxes than petrol precisely because of its critical role in the supply chain. However, fiscal pressures have sometimes forced the government to raise HSD taxes, with consequences for inflation.
